Central Manitoulin Community Improvement Plan (CIP) 2023

The Municipality has extended its Community Improvement Plan (CIP) for 2023. The program is designed to encourage long-term private sector investment in property enhancement, rehabilitation and development. It will help business owners, like yourself, to improve and develop or redevelop eligible business properties. The CIP offers a suite of five programs:

  1. Façade, Landscape and Signage Improvement

This program offers property owners with plans to develop new commercial, mixed use and new multi-unit residential properties, a reduction in applicable planning fees. Reduced planning fees may, in concert with other program support, help encourage new development efforts through reducing initial regulatory costs.

  1. Building Restoration, Renovation and Improvement
    A grant for costs related to interior building renovations and improvements, including but not limited to:  Building, fire and other code compliance;  Expansion/additions;  Retrofitting existing space (such as second floors);  Energy efficient uses.
  2. Planning and Related Fees Grant
    This program offers property owners with plans to develop new commercial, mixed use and new multi-unit residential properties, a reduction in applicable planning fees. Reduced planning fees may, in concert with other program support, help encourage new development efforts through reducing initial regulatory costs.
  3. Tax-based (Re)development Grant
    A Tax Increment Grant (TIG) leverages the increased assessment and property taxation generated by site (re)development to reduce the financial costs of property rehabilitation and (re)development.
  4. Environment Site Assessment Grant
    A grant to encourage the redevelopment of contaminated (Brownfield) sites by providing properties for which a Phase I ESA exists with further assistance to specify the extent and nature of the environmental contamination through a Phase II ESA.

The CIP program is first come, first served, as funds are available. The CIP also has eligible areas for which certain programs can be conducted.
